Sometimes what is needed is not implementation but an assessment: does the planned architecture hold? Is the quote realistic? Will the chosen technology still be maintainable in three years? I look at it and say plainly what I see.

Yes, reviewing quotes from external suppliers is part of the consulting work. I look at scope, technology choice and effort, and say what I consider realistic.
Do I have to have the work implemented here afterwards?
No. Consulting is a service of its own and ends with the written assessment. Whether the work then goes to me, to your own team or to another supplier is your decision.
